The only thing i can think of is, do you even have The Sims 3 installed? if you do all you need to do is double click on it then it installs.

It's in .rar. format so you'll need a program like Winrar on your computer to open the download and turn it into a format your game can read. The program is free so search any reputable download site and you should pick it up rather quickly. A lot of Sims items are compressed like this to make downloading them speedier, so once you do get Winrar, you'll use it a lot Hope that helps!
